FP7

FP7 is the EU's main instrument for funding research in Europe and it runs from 2007 to 2013.  The EU budget for the next seven years is 50.5billion euros.  FP7 supports research in selected priority areas - the aim is to make or keep the EU as a world leader in these sectors.  FP7 is made up of 4 main blocks of activities :

  • Cooperation - Collaborative research
  • Ideas - European Research Council
  • People - Marie Curie actions
  • Capacities - Research Capacities

Cooperation Pillar - Collaborative Research

Under the Cooperation pillar, research support will be provided to international cooperation projects across the EU and beyond. There are 10 thematic areas.

  • Health (6bn euros)
  • Food, Agriculture and Biotechnology (1.9bn euros)
  • Information and Communication Technologies (9.1bn euros)
  • Nanoscience, Nanotechnologies, materials and New Production Technologies (3.5bn euros)
  • Energy (2.3bn euros)
  • Environment (including Climate Change) (1.8bn euros)
  • Transport (including Aeronautics) (4.1bn euros)
  • Socio-Economic sciences and Humanities (610mn euros)
  • Space (1.4bn euros)
  • Security (1.3bn euros)

3C Research is particularly interested in the ICT and Security themes.

  • Regions of Knowledge
  • Research Potential
  • Science in Society
  • Support to the coherent development of research policies
  • Specific activities of international cooperation

Funding Schemes

The funding schemes are collaborative projects, networks of excellence and coordination and support actions.  Within the collaborative projects there are two instruments:

Small/Focused projects

  • Targeting a specific objective in the work programme
  • Research/technological development activity/ and or a demonstration activity
  • 18-36 months
  • 0.8 - 4m euros EC contribution
  • 6-15 participants

Large Scale/Integrating Collaborative projects

  • Ambitious
  • Coordinated approach / integrated
  • Strong management structure
  • Integrated training
  • lasting impact
  • 36-60 months
  • 4-7m euros EC contribution
  • 10-20 partners

Networks of Excellence

  • Support long term durable integration of research resources and capacities
  • Jointly executed research to support integration
  • Joint training programme
  • Dissemination and communication
  • Coherent framework for management
  • 5-7 years maximum
  • 4-7m euros EC contribution
  • 6-12 participants

Coordination and Support Actions

  • Coordination/Networking Actions
  • Designed to promote and support ad hoc networking and coordination of RTD
  • Coordination activities
  • Project management
  • 18-36 months
  • 0.5 - 1.8m euros EC contribution
  • 13-26 participants

Evaluation Criteria and Thresholds

  • Impact 3/5
  • S/T Quality 3/5
  • Implementation 3/5

 Overall threshold 10/15

Impact

'potential impact through the development, dissemination and use of project results'

  • Contribution at the European (and/or international) level, to the expected impacts listed in the work programme under the relevant topic
  • Appropriateness of measures for the dissemination and or exploitation of project results and management of intellectual property

S/T Quality

'scientific and or technological excellence (relevant to the topics addressed by the call)'

  • Soundness of concept and quality of objectives
  • Progress beyond the state-of-the-art
  • Quality and effectiveness of the S/T methodology and associated work plan

Implementation

'quality and efficiency of the implementation and the management'

  • Appropriateness of the management structure and procedures
  • Quality and relevant experience of the individual participants /quality of the consortium as a whole
  • Appropriateness of the allocation and justification of the resources to be committed (budget, staff and equipment)
